I've never seen one with a handle quite like that...but, is it a hair/afro pick?
Do you do something to yarn/fiber with it?
i have no clue what that thing is but it has a pretty handle, which means it is meant to be held, so here come more guesses!
1. some sort of hair comb. for either a human or animal.
2. something to do with food. That would be a mean potato hole puncher (you know how you have to poked them a lot or they... explode?. ya, learned that the hard way.) It may also have something to do with tofu or something.

Is that one of those cake decorating combs that you use on the frosting? I am pretty sure my aunt uses that for the cakes she makes. But, I could be wrong.
I would guess it's a mane and tail comb for a horse? But I don't know and I don't have a horse to comb (yet).
